The Manheim Borough is a Pennsylvania municipal corporation with a Council, Manager and Mayor form of government.  The Council is elected and serves as the legislative body for Borough affairs.  The mayor is elected and is responsible for maintaining the preservation of order, issuing directions to the police force and participating in community events.  The Borough Council appoints the Borough Manager as the chief administrative officer responsible for day to day operations.

Zoning Regulations & Requirements

Borough’s Zoning Ordinance regulates the size, intensity of uses, size and location of buildings and other structures as well as establishing regulations for land uses by trades, businesses, industry and residences.  In 2004, the Borough adopted the International Building Code.  These provisions have been designed and enacted with consideration for the character of the Borough.  Permits are required by the Borough.  Please contact the Zoning Officer to determine zoning regulations, change of use requirements, accessibility requirements, building and signage permits, and subdivision and land development regulations and processes.

Fictitious Name

Determine if you must register your fictitious name with Pennsylvania Department of State.  A fictitious name is any assumed name, style, or designation other than the proper name of the person and/or entity using the name.

Every employer subject to employment taxes is required to obtain and EIN to identify his/her business with the Internal Revenue Service and Social Security Administration.  Application for a Federal EIN can be filed by telephone, fax or mail.  The appropriate form can also be downloaded from the IRS website or by calling the form hotline.  Telephone Registration can be completed by calling the IRS (866) 816-2065.

State Unemployment Compensation

If you employ one or more persons, you may be liable for the state unemployment compensation tax and must register with the Bureau of Employer Tax Operations by completing a Pennsylvania Enterprise Registration Form and Instruction PA-100.
